The first pillar when we describe amateur radio is that it is a form of communication. Amateur radio as a hobby was formally recognized in in 1925 with the formation of the International Amateur Radio Union (IARU). With this came the allocation of certain frequencies exclusively for the the use amateur radio operators.
In Canada amateur radio operating and the allocation of frequencies is regulated by teh Government of Canada, specifically Industry, Science, and Economic Development Canada (ISED).
